Meaning of Perpetual. 1. Never ending or changing.

In order to keep within government guidelines for the pound for pound subsidy, the memorial committee were aware that a Government Approved War Memorial must not be ‘sectional’
ie ‘not for a part or division of a community or class’ but rather, be open to all sections of society.
The requirements influenced the design of the park. See 20.10.52 Mayor Parsons even apologised for the playground being sectional! “Nothing has been done for sectional use or benefit.”

However, Waipa District Council's plan to Re-Concept the Memorial Park into a Maori Culture park was not only without awareness of the Park itself being the Government Approved District War Memorial, it was a sectional proposal, contrary to the Memorial Objective of Post WW2 Waipa District Communities and also to Subsidy Conditions as it involves the destruction of Memorial Features intended to be Perpetually Maintained, including Culturaly inclusive features: the Semi-Sunken Garden’s tribute to the Pioneers, a Marble Historic Mural acknowledging ‘the known history of the human race in this district’ with an artificial Sunken Fernery and Ornamental Stream. Also, an all Native Tree Zone between the Artificial Lake and the pre-existing Netball Courts, that could again be pusued along with Riparian Planting along the stream.
